Background
The Bridge River Valley Community Association (BRVCA) is a registered non- profit organization located in Electoral Area A of the Squamish-Lillooet Regional District within the traditional territory of the St’at’imc Nation. BRVCA is dedicated to delivering and supporting programs, services, and initiatives that give voice to the unique residents of the Bridge River Valley. The organization aims to balance growth to ensure a viable future while protecting the valley’s natural beauty and resources and preserving its history. Additionally, BRVCA acts as a decentralized umbrella organization, providing access to various services and shared resources to support the autonomous works of community groups that benefit the overall community. Together with the community and local Committees, the Bridge River Valley Community Association has been instrumental in leading initiatives to build a sustainable community in this wilderness area.

The Bridge River Valley Community Association is committed to ensuring the sustainable management and protection of critical watershed area at Gun Lake. To support this initiative, we are seeking a qualified consultant (individual or firm) to develop a Watershed Security Plan that integrates environmental protection, community, in particular First Nations engagement, risk mitigation, and long-term sustainability strategies.

Objective of the Assignment

The Bridge River Valley Community Association proposes to hire a consultant or contractor to coordinate and oversee all project activities. This includes facilitating engagement, consultation and planning meetings focusing oin the watershed’s immediate needs and long term health. Additionally, the consultant will coordinate activities related to the practical aspects that may be identified, working under the guidance of a professional environmental organization in collaboration with the Indigenous member communities of the St’at’imc Nation.

Scope of Work
The consultant will be expected to:

  • Develop a collaborative draft plan aimed at ensuring long – term watershed health
  • Establishing a partnership framework with neighbouring Indigenous communities and local stakeholders to formalize project focused collaborations
  • Coordination any practical measures to achieve ground stabilization and run off mitigation in severely burned riparian zones and along fire-affected watershed tributaries

The main activities to be carried out in this project include:

  • Engaging with Indigenous communities and stakeholders and conducting planning meetings on watershed health, safety, security, and governance policies regarding land use
  • Collaborating to create a watershed care action plan that addresses short-term and long-term needs
  • Coordinating any practical measures in area affected by fire, focusing on ground stabilization and minimizing runoff to improve water quality and enhance watershed health.

Consultant Qualifications

Interested consultants should demonstrate the following:

  • Proven experience in watershed management, hydrology, or environmental planning
  • Familiarity with local or regional environmental legislation and governance
  • Strong community engagement and facilitation skills including a proven track record in facilitation that develops strong collaboration with St’at’imc (or other First Nations).
  • Track record of delivering strategic environmental or resource management plans
  • Preferred Advanced degree in environmental science, water resources, or a related field
  • Availability for a projected three year project to allow for development of partnerships and collaboration.

  • Summary of similar assignments undertaken in the last 5 years
  • At least two references (name, organization, contact info)
